Can you install the EV charger itself, or just the panel capacity?

Both. The partner electricians install the dedicated charger circuit — breaker, wiring, and either a NEMA 14-50 outlet or a hardwired wall unit (Tesla Wall Connector, ChargePoint, FLO, Grizzl-E and similar) — under the same ESA permit as the service upgrade.
